In order to marry Sarah, you got to make sure you’ve spent enough time with her. Doing so will strike up a conversation with you about her parents. This will trigger the “Commitment: Sarah Morgan” mission. During that time, “Propose” will be one of the dialogue options. However, you two won’t get married immediately.

Once you start the mission, you’ll have to go to a beach in Paradiso. There, you and Sarah will officially get married and Aja will be conducting the ceremony. Sarah will also give you a gift for this special occasion as well.
